A time-delay link is a link which indicates that the child node is for a variable's value at a point in time later than the value of the parent node on which it depends. The time difference is something that you can set for the link. A net that contains time-delay links is not a normal Bayes net, but rather a meta-level representation, but it can be expanded to produce a normal Bayes net.
